Files tagged with DELETE in Package Import window aren't deleted when importing packages with a folder that has the same GUID
To reproduce:
1. Open attached project ("case_1174849-Project.zip")
2. Import attached Custom Package ("old.unitypackage")
3. Import attached Custom Package ("new.unitypackage")
Expected result: in Import window files marked with "DELETE" are deleted
Actual result: in Import window files marked with "DELETE" are not deleted
Reproducible in: 2019.3.0a9, 2019.3.0a12, 2020.1.0a1
Not reproducible in: 2017.4.32f1, 2018.4.7f1, 2019.2.2f1, 2019.3.0a8
