[OpenXR] URP Decal Projector renders incorrectly with XR HMD movement when MSAA is enabled
Steps to reproduce:
1. Open the attached user's project "Project.zip"
2. Switch to Android
3. Make sure MSAA is enabled in the URP asset (either 2x, 4x or 8x)
4. Make sure OpenXR is selected as the XR plugin
5. Build to a Quest 2/3/3S devices
6. Using XR hands, press the "Living Room Decals" button on the floating UI Panel
7. Once loaded observe the Decal rendering in the room (See attached "With MSAA.mp4")
Expected result: Decals remain fixed on the surface regardless of HMD movement
Actual result: With MSAA enabled, decals appear to move or distort based on HMD/headset movement, as if their rendering matrix is following the camera incorrectly
Reproducible with: 6000.2.6f1, 6000.3.0b3, 6000.4.0a1
Could not effectively test on 2022.3.66f1 and 6000.0.58f1 due to the Decals not rendering at all

-The Decal Shader is a Render Texture extracted from a video (DECALS/VIDEO_SHADOW_SAMPLE.mp4)

-Issue reproduces with Multipass and SPI/Multiview rendering modes
-Issue reproduces with Vulkan and OpenGLES3
