openxr_runtime_debugger crashes when entering Play mode with SteamVr set as OpenXR
Reproduction steps:
1. Open user attached project "My project.zip"
2. Set SteamVR as Current OpenXR Runtime
3. Enter Play mode
Expected result: Play mode is entered
Actual result: Crash
Reproduced with: 1.8.1 (2023.2.0b3), 1.8.2 (2021.3.30f1, 2022.3.10f1, 2023.1.14f1, 2023.2.0b10, 2023.3.0a6)
Reproducible on: Windows 10
Not reproducible on: No other environment tested
