NullReferenceException appears when opening Localization Tables window More Options menu and there are no Localization Settings
How to reproduce:
1. Open the attached "case_1339515.zip"
2. Select Window/Asset Management/Localization Tables
3. Right-click on the Localization Tables header (or select three dots in the header)
Expected result: More Options menu opens up
Actual result: NullReferenceException appears in the Console
Reproducible with: 0.9.0-preview - 1.0.0-pre.9 (2019.4.28f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18)
Not reproducible with: 0.5.0-preview - 0.8.1-preview (2019.4.28f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18)
Could not test with: 2018.4.35f1 (could not downgrade)
