Notification about a package being added is not visible when adding package from disk
Reproduction steps:
1. Open the attached "case_1310332.zip" project
2. Open Package Manager and select Add package from disk
3. Select the package.json file and observe the Package Manager and Editor
Expected result: There is a notification of some kind which indicates that package is being added
Actual result: There is no visible notification that the package is being added
Reproducible with: 2019.4.20f1, 2020.2.5f1, 2021.1.0a4
Not reproducible with: 2021.1.0a5, 2021.1.0b8, 2021.2.0a6
Could not test with: 2018.4.32f1 (could not add the package from disk)
Note: Progress is only visible when package install begins
