No sideways scroll functionality when using Windows
Reproduction steps:
1. Open a new Unity project
2. Open “Edit\Project Settings” and dock it anywhere in the Editor layout
3. Make the Project Settings window narrow until a scroll bar appears on the bottom
4. Using either mouse (Shift + mouse scroll wheel) or trackpad (drag left or right with two fingers) try scrolling to the sides
Expected result: the side scroll works
Actual result: the side scroll does not work
Reproducible with: 2020.3.48f1, 2021.3.25f1, 2022.2.20f1, 2023.1.0b17, 2023.2.0a15
Reproducible on: Windows 10
Not reproducible on: macOS Ventura 13.2.1 (Intel)
