No common action is available for Assets that need import
How to reproduce:
1. Create a new Unity project
2. Go to Windows -> Package Manager
3. Go to "My Assets" and make sure you have more than one Asset that needs Import
4. Select more than one Asset
5. Observe the Package Manager Inspector
Expected result: The common action to import Assets is available
Actual results: No common action is available
Reproducible with: 2022.3.43f1, 6000.0.16f1
Can't test with: 2021.3.43f1 (No option to select multiple objects)
Reproducible on: macOS Sonoma 14.5 (M1)
Not reproducible on: No other environment tested
