Newly created HDRP Core 3D project requires user to "Fix All" in the HDRP Wizard
How to reproduce:
1. Open a new project with the 3D (HDRP) template
2. Observe the HDRP Wizard
Expected result: Newly created project doesn't require you to fix any assets
Actual result: Newly created project immediately requires you to "Fix All"
Reproducible with: 2022.2.0a13, 2022.2.0a14
Not reproducible with: 2021.3.2f1, 2022.1.3f1, 2022.2.0a12
Couldn't test with: 2019.4.39f1, 2020.3.34f1 (No HDRP Core 3D template)
Error: "At least one of the HDRP assets used in quality or the current HDRenderPIpelineGlobalSettings have not been migrated to last version"
Tested with: Ubuntu 18.04
