New Unity Editor design layout issues when using a different Windows UI Scale
Steps to reproduce:
1. Set windows UI scale to 125% or any higher percentage1
2. Open user-supplied project
3. Select "66" in Project view and press "Edit" in Inspector
4. Press the gear button at the bottom-left to open curve window
Design Issues:
1. The vertical three dots menu button is placed too low and overlaps the horizontal black separating line
2. The vertical distance between items is not consistent
Reproduced in: 2019.3.0a3, 2019.3.0b1, 2020.1.0a2
Note: earlier versions not included, the Editor redesign was introduced in 2019.3.0a3
