New Input System's Input Module component doesn't detect input on UI components
How to reproduce:
1. Open the user attached project (VonNeuman.zip)
2. Make sure the "BrokenUI" scene is open
3. Enter Play Mode
4. Press the button in the middle of the Game view
5. Observe the button's color
Expected result: the button turns red while being pressed
Actual result: the button stays white and doesn't react to mouse input
Reproducible with Input System: 1.0.0 (2019.4.39f1), 1.3.0 (2020.3.35f1, 2021.3.4f1, 2022.1.3f1, 2022.2.0a15)
Reproducible on: Ubuntu 20.04, Windows 10
Note: Not reproducible on a new project

Resolution Note (fix version 1.3.0):
The issue was related to project settings on Supported Devices for Input System Package.
