New Input System does not work in WebGL build
Reproduction steps:
1. Open the user's attached "New Unity Project.zip" project
2. Go to File > Build And Run
3. Click the "D" key on your keyboard
Expected result: The circle GameObject moves to the right
Actual result: The circle GameObject stays in the same place
Reproducible with: 2019.4.30f1, 2020.2.0a13
Not reproducible with: 2020.2.0a14, 2020.3.18f1, 2021.1.22f1, 2021.2.0b12, 2022.1.0a9
