New C# script is appended an additional .cs extension when its name already contains .cs extension
How to reproduce:
1. Create and open a new project
2. In the Project browser create a new script and name it 'test.cs'
3. Observe the newly created script's name
Expected result: the name is test.cs
Actual result: the name is test.cs.cs
Reproducible with: 2018.4.23f1, 2019.4.0f1, 2020.1.0b11, 2020.2.0a13
