NavMesh is not fully generated for spherical objects
Steps to reproduce:
1. Create a new project
2. Create a sphere object in the scene
3. Increase it's size
4. try to bake navigation
Expected result: whole sphere gets navmesh
Actual result: only the top of the sphere gets a navmesh
Reproduced on 5.4.4p1, 5.5.1f1, 5.6.0b5
