[Navmesh] Agent placed on multiple navmeshes picks one at random and can't navigate on others
Reproduction steps:
1. Open attached project "NavmeshIssues"
2. Open scene "2Navmeshes"
3. Enter play mode
--- You will see that the agent does not navigate to the target, even though it looks like it is standing on the right navmesh (see attached video)
Note, I used a special build to reproduce this 5.4.0a6 (e9a637d5a860)
