NativePlugins fail to build when Building for Windows ARM64
How to reproduce:
1. Open the “Unity Project” project
2. Open the “Sample Scene”
3. Build the project
Expected result: project is built successfully
Actual result: project fails to build and “Plugin ‘ASimplePlugin.dll’ is used from several locations” error is logged to the Console
Reproduced with: 2020.3.47f1, 2021.3.23f1, 2022.2.16f1, 2023.1.0b12, 2023.2.0a11
