'My Registries' menu not showing up after configuring a scoped registry
Repro Steps:
- From Project Settings > Package Manager, add a scoped registry
- Once added, go in Package Manager window
Actual Result: No 'My Registries' tab available to view scoped registry packages
Expected Result: View configured scoped registries in 'My Registries' view
Reproducible with: 2020.2.0b12, 2020.2.2f1
Not reproducible with: 2019.4.20f1, 2020.2.0b11, 2021.1.0a1, 2021.1.0b7, 2021.2.0a6
Could not test with: 2018.4.32f1 (errors when downgrading)

I'm still having the same issue with version 2020.3.14f1, I'm trying to add a google scope registry.
