Reproduction steps:

1. Open Unity and create a new project
2. "Help" -> "Troubleshoot Issue..." -> "My Issues"

Expected Result: The issues reported by the logged in account should be displayed in this menu
Actual Result: The reported issues are not displayed in the menu

Fixed since: 2017-09-01

Reproduced with: 2017.3.0a2, 2017.2.0b5, 2017.2.0a1
Did not reproduce on: 2017.1.0p2 (The menu was only implemented in 2017.2)
