[MSE] Adding a GO to a prefab from a non-active scene moves the GO to the active scene
Steps to repro:
1. Launch the project attached and load a couple of scene additively
2. Now create an empty prefab in the assets folder
3. Drag a GO from a non-active scene from the hierarchy panel onto the empty prefab
NOTE that the GO moves from the non-active scene to the active scene.
