[WebGL] Mouse sensitivity is greater than in the Editor
To reproduce:
1. Open the project, attached by the user (MouseLooking.zip)
2. Enter Play mode and move the mouse around
3. Build and run the project for WebGL and move the mouse around in the build
4. Observe that mouse moves faster in WebGL than in the Editor
Expected: mouse sensitivity is the same on all platforms
Reproduced in 2017.1.3p2, 2017.2.2p1, 2017.3.1p4, 2018.1.0b8, 2018.2.0a4

Not only is mouse faster but the feel is just way off compared to in editor. Like mouse acceleration is turned on or something? Super annoying any way. Makes it more or less impossible to make a fps game for web.
