Mouse looping to the other side of the screen when dragging tabs after clicking on the Scene view window
How to reproduce:
# Create and open a new Unity project
# Left mouse click on the Scene view
# Select and drag the Scene view panel to the left side of the screen
Expected results: The Scene view tab stays on the left side of the screen
Actual results: The Scene view tab loops to the other side of the screen
Reproducible with: 2022.2.0a11, 2022.2.6f1, 2023.1.0b3, 2023.2.0a1
Not reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.0a10
Reproducible on: Windows 10
