Mouse interaction with Editor is disabled with EditorUtility.DisplayDialog when dragging an asset outside of the Editor window
Reproduction steps:
1. Open attached project "DisplayDialog.zip"
2. In Project window, select Assets/Editor/Bad.cs
3. Drag Bad.cs outside of the Editor window
4. Observe the Cursor (press Enter to close the Dialog)
Expected result: Mouse interaction with the Editor is enabled
Actual result: Mouse interaction with the Editor is disabled
Reproducible with: 2018.4.26f1, 2019.4.9f1, 2020.1.3f1, 2020.2.0a21
