Motion Blur 'Halo' artifacts when using HDRP
Reproduction steps:
# Open the attached “Repro” project
# Open the “Assets/Scenes/SampleScene.unity” Scene
# Enter the Play Mode
# Take a screenshot of the Game View
# Observe the Character in the middle of the screenshot
Expected result: The background around the Character is blurry and the Character is not
Actual result: There’s a visible halo around the Character
Reproducible with: 2021.3.31f1, 2022.3.11f1, 2023.1.17f1, 2023.2.0b14, 2023.3.0a10
Reproducible on: M1 MacOS 14.0
Not reproducible on: No other environments tested
