[MonoDevelop] 5.9.6 won't apply and save custom format policy
Steps to reproduce:
1) open MD
2) import custom policy (user has attached one)
3) press ok
4) go into options and select new policy click ok
5) restart MD and check policies
Expected: one that was saved
Actual: default values are set
