[Mobile] Tessellation Shader is broken when using Vulkan Graphics API
How to reproduce it:
1. Open the user's attached project 'MeshCloudTest-2021.2.zip'
2. In the Player Settings set a specific Graphics API for specific platform (see below)
3. Build and Run it on the device
4. Observe the sphere's texture in an app
Expected result: Dark artefacts appears on a material
Actual result: There are no artefacts on a material
Reproducible with: 11.0.0 (2021.2.0b3), 12.0.0 (2022.1.0a1)
Could not test with: 2018.4.36f1 (URP is not introduced yet), 7.6.0 (2019.4.29f1), 10.5.0 (2020.3.14f1), 11.0.0 (2021.1.14f1) (due to errors after downgrading a project)
