[Mobile][OpenGLES][URP] Water faom rotates along with the camera
Repro steps:
1. Open QA attached project "repro_1223451"
2. Build and Run
Actual: As the camera rotates the water foam also rotates
Reproducible with: 2019.3.9f1, 2020.1.0b4, 2020.2.0a5
Tested and reproduced on these devices:
IPhone 11(iOS 13.0) OpenGLES3
