[Mobile][OpenGLES][URP] Water faom rotates along with the camera

1. Open QA attached project "repro_1223451"
2. Build and Run

Actual: As the camera rotates the water foam also rotates

Reproducible with: 2019.3.9f1, 2020.1.0b4, 2020.2.0a5

- No repro on MacStandalone Metal/OpenGLCore
- No repro on WindowsStandalone D11/Vulkan/OpenGLCore/OpenGLES3
- No repro on Android with Vulkan

    Issue caused by OpenGL ES depth precision (reversed-z not supported)
