Missing tooltips in Render Pipeline Converter
*Steps to reproduce:*
# Open a URP Unity Project
# Open the Render Pipeline Converter (Window > Rendering > Render Pipeline Converter)
# Hover your mouse cursor over 'Convert Assets' and 'Initialize and Convert'
# Check 'Material Upgrade' option
# Hover your mouse cursor over 'Initialize Converters
*Actual results:* Initialize Converters button has a tooltip. 'Convert Assets' and 'Initialize and Convert' are missing tooltips.
*Expected results:* All three options have tooltips
*Reproducible with versions:*
* 6000.0.12f1
* 2022.3.39f1
* 2021.3.40f1
*Not reproducible with versions:* -

*Notes:*
* 2021.3.40f1 does not have a 'Initialize and Convert' option so is only missing the tooltip for 'Convert Assets'
