Mesh Particle System update frequency is too low and causes visible stutters when adjusting with Playback Time slider
How to reproduce:
1. Open the attached (PS Scaling update.zip) project
2. Open the "SampleScene" Scene
3. In Hierarchy select "PS" Prefab
4. Move Playback Time slider in Particle Effect Window slowly to the right (see in the video attached by the user)
Expected result: Mesh Particle System scale update frequency is normal (no stutters seen)
Actual result: Mesh Particle System scale update frequency is too low (visible stutters)
Reproducible with:2019.3.6f1, 2020.1.0b2, 2020.2.0a3
Notes:
- Could not test on 2018.4 and lower versions because Particle disappears in these versions
