Memory is not released when Application.Quit is called
How to reproduce:
1. Open the attached project "test.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Open File>Build Settings...
4. Switch Platform to WebGL
5. Build And Run the project
6. Open Developer Tools in the browser
7. Take a Memory snapshot
8. Press the button in the middle of the Player
9. Repeat step 7
Expected results: Memory is released
Actual results: Memory is not released
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
