[Mecanim] Muscle Settings are ignored by Inverse Kinematics
When constraints are set for a humanoid in Import Settings, they are ignored when IK is enabled.
Steps to reproduce:
1) Open the attached project.
2) Enter play mode.
3) In the top-left corner, toggle "Activate IK".
Notice how the right arm of the humanoid becomes straight, even though it is constrained not to in the import settings.
Reproduced on:
2017.1.0a2, 5.6.0b10, 5.6.0b3
Tested on:
macOS 10.12.4
Ubuntu 16.10.1
