"Maximum Cube Reflection Probes on Screen" is clamped to 64 when changing it to higher value than 64
How to reproduce:
1. Create and open a new HDRP project
2. Select Assets/Settings/HDRP High Fidelity.asset
3. Change "Maximum Cube Reflection Probes on Screen" to 100 in the Inspector window
Expected results: "Maximum Cube Reflection Probes on Screen" is 100
Actual results: "Maximum Cube Reflection Probes on Screen" is 64
Reproducible with: 2022.3.10f1, 2023.1.14f1, 2023.2.0b12, 2023.3.0a6
Could not test with: 2021.3.31f1 (no "Maximum Cube Reflection Probes on Screen")
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
