[MacOS] Moving tabs along the menu bar causes them to flicker and disappear
Steps to reproduce:
1. Create a new project
2. Move any tab to separate it from the editor window
3. Drag the window by the top bar to the top of the screen along the MacOS menu bar
Expected result: Nothing happens
Actual result: window starts flickering and can disappear entirely if you stop dragging it at a certain point
Reproduced in: 2018.2.21f1, 2018.3.11f1, 2019.1.0b9, 2019.2.0a10
Not reproduced in: 2017.4.24f1, 2018.2.0b6
