m_Action is cached and not cleared when InputActionReference.Set() is used
Reproduction steps:
1. Open the attached “ASDQWE” project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. Enter the Play Mode
Expected result: No error is thrown in the Console Window
Actual result: “AssertionException: Bug: reference points to initialy set action, should point to null” error is thrown in the Console Window
Reproducible with: 1.3.0 (2020.3.48f1, 2021.3.5f1), 1.4.4 (2020.3.48f1, 2021.3.5f1), 1.5.1 (2020.3.48f1, 2021.3.25f1, 2022.2.20f1, 2023.1.0b17, 2023.2.0a15)
Reproducible on: Intel MacOS 13.3.1, Win 10
