LoadSceneAsync and allowSceneActivation=true don't set the newly loaded scene active
How to reproduce:
1. Open the user-attached project “My Project”
2. Open the “A” scene
3. Enter the Play Mode and press the “Space” key to load the “B” scene
4. Observe the Console
Expected result: The log at the start of the “B” scene is “B.Start>> Scene B is Active”
Actual result: The log at the start of the “B” scene is “B.Start>> Scene A is Active”
Reproducible with: 2021.3.32f1, 2022.3.13f1, 2023.2.0f1, 2023.3.0a14
Reproducible on: Windows 11 Pro, Windows 10 (user reported)
Not reproducible on: No other environment tested
