[Linux] Resizing Windows causes a flicker
Repro Steps:
1. Create a new project (performance is worse and the issue is more obvious with the HDRP template)
2. Dock the Game view next to the Scene view
3. Resize the windows
Expected results: The Windows resize smoothly
Actual results: The Windows flicker and move abruptly.
Reproducible with: 2019.4.28f1, 2020.3.11f1, 2021.1.12f1, 2021.2.0b2

- Investigated on CentOS Also seen on Ubuntu 20.04
