[Linux] Expanding or closing the Swatches section of the Color picker shifts the window downward
How to reproduce:
1. Create a new project
2. Click on 'Directional Light' in the Hierarchy
3. Click on the Color Picker
4. Expand the Swatches section
Expected results: Color Picker window expands to accommodate new space for Swatches section
Actual results: Color Picker expands, but also shifts downward
Reproducible with: 2017.4.32f1, 2018.4.10f1, 2019.2.8f1, 2019.3.0b6, 2020.1.0a8
Notes:
- In 2018.4 and earlier versions it takes a lot of clicks on the Swatches tab but it eventually drags down at least once

Resolution Note (2020.1.X):
Reproducible in 2020.1.0b3 exactly as described, but not reproducible in 2020.1.0b11 nor in 2020.2.0a12 (or later).
