Linux Editor's panels scaled incorectly when loading both saved and preset layouts
How to reproduce:
1. Open a new project
2. In the top right of the Editor window open the "Layout" dropdown
3. Switch the layout to "Default"
4. Observe the width of the Inspector and Hierarchy panels
Expected result: the Inspector's width is about the same as the Hierarchy panel's
Actual result: The Hierarchy is shrunken down to the left as much as possible, whereas the Inspector is now the widest panel
Reproducible with: 2020.3.16f1, 2020.3.17f1
Not reproducible with: 2019.4.30f1, 2020.3.15f2, 2021.1.18f1, 2021.2.0b9, 2022.1.0a6
Notes:
1. Reproducible on Ubuntu 18.04
2. Not reproducible on Windows 10

Resolution Note (2021.1.17f1):
This was fixed in the 2021.2 release in bug 1258663. This will not be backported to the 2020.3 LTS release.
