[Linux] Editor windows can get infinitely smaller when resizing them
How to reproduce:
1. Open/create any project
2. Un-dock console window
3. Grab at it's corner and make it as small, as possible
Expected result: Window can't get smaller past still readable point
Actual result: Window can get small to just a few pixels size
Reproducible with: 2021.3.26f1, 2023.1.0b3, 2023.1.0b17, 2023.2.0a16
Not reproducible with: 2022.2.21f1, 2023.1.0b2
