[Linux] Hub saves some data to ~/.config/unity3d even if XDG_CONFIG_HOME is redefined
To reproduce:
1) Have XDG_CONFIG_HOME redefined to somewhere else
2) Run Unity
3) Create a new Project
4) Close Unity
5) Check ~/.config/
Expected: `unity3d` folder is not generated/is unused
Actual: It is still generated and holds Package Manager files (all versions) and Editor logs (not in 2019.1+)
Reproduced in 2017.4.0f1, 2018.3.11f1, 2019.1.0b9, 2019.2.0b9
