[Linux] Context Menu does not show up immediately when right-clicking items in the Input Actions window
Reproduction steps:
1. Download and open the attached project: "case_131990"
2. Open the Input Actions file called "Test" in the Assets folder
3. Try to right-click on any of the Action Maps or Actions
Expected result: The Context Menu shows up immediately
Actual result: The Context Menu requires two right-clicks to show up
Reproducible with: Input System 1.0.2, 1.1.0-preview.3 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15)
Could not test with: 2018.4.34f1 (Newest versions of Input System are not available)
Notes:
- Tested on Ubuntu 18.04
- Not reproducible on macOS and Windows

Resolution Note:
No longer reproducible in 2023.2 with 1.7.0 Input System (Likely, fixed by the UIToolkit context menu update and should be fixed in all other branches that have it as well)
