Lightmap Encoding options are not present in UWP
Steps to reproduce:
1. Create a new project with UWP platform supported
2. Open Project settings-> Player
3. Notice that there are no Lightmap Encoding options
Expected results: Lightmap Encoding options are present in UWP
Actual results: Lightmap Encoding options are not present in UWP
Reproducible with: 2017.4.38f1, 2018.4.19f1
Not Reproducible with: 2019.3.5f1, 2020.1.0b1, 2020.2.0a2
