LightEvent.AfterShadowMap CommandBuffer events are not being called when race condition occurs
How to reproduce:
1. Open attached project ("ShadowmapEvent.zip")
2. Open SampleScene scene
3. Enter Play mode
Expected result: Cube in the top-left corner is solid green
Actual result: Cube in the top-left corner is flickering between red and green
Reproducible with: 2017.4.37f1, 2020.2.0a1
