[Light/Shadows] Soft shadow does not render on switching Graphics APIs to OpenGLES2
Hard shadows being rendered instead of soft shadows while changing shadow type to "Soft Shadows" in the inspector on Windows.
Occurs only on OpenGLES2 Graphics APIs.
Steps to repro:
1. Open the attached project.
2. Select Directional Light.
3. Change Shadow Type to "Soft Shadows" in the inspector.
Actual Result:
Soft Shadow does not render.
Expected Result:
The Soft Shadow should be rendered.
Reproducible in:
2019.3.0a9, 2019.2.0b9, 2019.2.0a1, 2018.4.4f1, 2019.3.14f1.
Environment:
Only on Windows.
