License entitlement errors appear for Meta SDK package after updating Unity Editor project to 6.3-6.4 stream

Reproduction steps:
1. Create a new project using Unity Editor 6.0
2. Open the Package Manager (Window > Package Manager)
3. Switch to "My Assets" in the Package Manager
4. Search for and install Meta SDK packages from the Asset Store (e.g., "Meta XR All-in-One SDK", "Meta XR Core SDK", or “Meta - Voice SDK”)
5. Update the project to Unity 6.3, or 6.4 stream
6. Observe the Package Manager window

Actual result: License entitlement errors for Meta XR SDK packages are present
Expected result: No errors are present

Reproducible in: 6000.3.1f1, 6000.4.0b1
Not reproducible in: 6000.0.64f1, 6000.2.6f2

Reproducible on: Windows 11
Not reproducible in: No other environments tested

Workaround: Updating Meta SDK package to 83.0.1 solves the issue
