Keyboard state is reset when automatically loading a scene via script

How to reproduce:
1. Open the ‘Repro.zip' project
2. Open the ‘s’ scene
3. Open the Input Debugger (Window/Analysis/Input Debugger)
4. In the Input Debugger find the ‘S' key
5. Hold the 'S’ key on the keyboard
6. Enter Play Mode
7. Observe the Input Debugger

Actual result: Input value resets after switching scenes
Expected result: Input value does not reset after switching scenes

Reproducible with: 6000.0.65f1, 6000.3.1f1 (f56f53296c2c), 6000.3.3f1, 6000.4.0b3, 6000.5.0a4
Not reproducible with: 2023.1.0a1, 6000.3.0f1

Reproducible on environment: macOS 26.1 (M1 Max)
Not reproducible on environment: No other environment tested

    This is not fixed in Mac standalone builds made with 6000.3.16f1. While it may be fixed in editor, it still drops keyboard inputs on scene changes in the build. To verify, I opened the Mac keyboard input viewer. It shows keyboard input being tracked continuously across the scene change, but the built unity project reads no input. Please revisit this bug.
