Keyboard shortcuts don't work when one of the mouse buttons is pressed
How to reproduce:
1. Open Unity project
2. Press your mouse button (left, right or scroll wheel)
3. Use Ctrl+Shift+N keyboard shortcut to create a GameObject in a scene
Expected result: GameObject is created
Actual result: Nothing happens
Reproducible with - 5.6.0b5, 5.5.1p1, 5.4.4p2
Note:
It seems that the issue doesn't happen with copy and paste keyboard shortcuts (CTRL+C, CTRL+V), if you are hovering Scene window while pressing the mouse
