Keyboard input is not working when using an external keyboard in iOS 15

How to reproduce:
1. Open the attached project "iOS New Input System Test.zip"
2. Go to Build Settings (File>Build Settings)
3. Select iOS and build
4. Open the project in Xcode and build for a device
5. Connect an external keyboard to a device
6. Press 0-9, WASD or spacebar keys

Expected result: App shows pressed key
Actual result: Input not working

Not reproducible with: 0.9.0-preview, 0.9.1-preview (2019.4.32f1), 0.9.5-preview (2020.3.21f1), 1.1.1 (2020.3.21f1, 2021.2.1f1, 2022.1.0a13), 1.2.0 (2019.4.32f1, 2021.2.1f1, 2022.1.0a13)
