JointDrive.mode = PositionAndVelocity ignores the positionDamper and positionVelocity
JointDrive.mode = PositionAndVelocity ignores the positionDamper and positionVelocity - i.e. does not work properly.
E.g. discussed here: http://answers.unity3d.com/questions/41410/does-the-position-spring-have-no-effect-when-a-con.html
Therefore the feature of asking the joint to track a velocity and a position is basically broken.
