IsOpenForEdit doesn't lock editor
To reproduce:
1. Open IsOpenForEdit
2. Open scene test
3. Select Cube in hierarchy
4. Editor isn't locked (4.2f1)
In 4.1.5f1, editor is locked, but prefab options "Select, Revert are greyed out, Apply is active", but should be "Select is active, Revert and Apply are greyed out".
