[iOS] [UIToolkit] scroll doesn't work when using the new Input System
Reproduction steps:
1. Download and open the attached "New Unity Project (1).zip" project
2. Build and deploy to iOS
3. Attempt to scroll down in your device
Expected result: The application window visibly scrolls down
Actual result: The application does not scroll down
Reproducible with: 2020.3.7f1, 2021.1.6f1, 2021.2.0a16 (UI Toolkit version 1.0.0-preview.14)
Could not test with: 2018.4, 2019.4 (UI Toolkit package is not available)
Tested with: iPhone 6S (iOS 13.3.1),
iPhone 12 Pro (iOS 14.2.1)
