[iOS][tvOS] Built-in deferred rendering path is not functioning on some devices

How to reproduce:
1. Open attached project “DeferredRendererTest-2019.4.20f1”
2. Build the project and open it in Xcode
3. In the Menu Bar click Product->Scheme->Edit Scheme…
4. In Options under “GPU Frame Capture” select “Metal”
5. Deploy the project to a device
6. Capture the GPU Frame (Camera icon at the top of the Xcode Console)
7. Observe the information about the captured frame

Expected result: Device uses the Deferred Renderer
Actual result: Device uses the Forward Renderer

Reproducible with: 2019.4.20f1, 2019.4.21f1
Not reproducible with: 2018.4.32f1, 2019.4.19f1, 2020.2.6f1, 2021.1.0b8, 2021.2.0a6

Reproducible with devices:
- iPhone XR (iOS 13.4.1)
- iPhone 8 Plus (iOS 12.0)
- iPhone 12 Mini (iOS 14.1)
- iPhone SE (user supplied information)

- Apple TV 4K (user supplied information)

Not reproducible with devices:
- iPad 9.7" 6th gen (iOS 14.4)
- iPad Air 2 (iOS 11.0.3)
- iPhone 6S (iOS 13.3.1)
- iPhone 7 (iOS 12.3.1)
- iPhone12 Pro (iOS 14.2.1)

Notes:
- Screenshots of Expected/Actual results are attached
- To test on tvOS, Deferred Rendering needs to be selected in the Project Settings under Graphics->Tier Settings in the tvOS tab
